The Federal Transit Administration found no deficiencies in its 2026 Triennial Review of the Orange County Transportation Authority. It is the third consecutive review with that result.
The results were presented to the OCTA Board of Directors this week.
The FTA conducts Triennial Reviews of every transit agency that receives federal funding. The reviews evaluate how agencies manage federal funds and whether they comply with the laws, regulations and grant requirements that govern their operations. The process includes examining agency records, policies and procedures, interviewing staff and conducting on-site evaluations.
This year’s review examined up to 21 areas of federal compliance. These included safety, maintenance, accessibility, financial management, procurement and project oversight. Specific areas reviewed included transportation safety planning, programs for seniors, compliance with the Americans with Disabilities Act, financial management and capacity, management of projects and transit assets, procurement, and vehicle and facility maintenance.
OCTA also received no deficiencies in its 2019 and 2023 reviews. According to FTA statistics, reviews identify about four deficiencies on average, and fewer than 10% of agencies receive no deficiencies.
“These outstanding results demonstrate OCTA’s commitment to safety, accountability and ensuring that public transportation dollars are managed responsibly and effectively,” said OCTA Chair Jamey M. Federico. “Our residents expect us to be good stewards of their investment in transportation, and this independent federal review reinforces the confidence they can have in how OCTA serves Orange County.”
“Receiving a federal review with no deficiencies is an accomplishment that reflects the dedication and professionalism of employees throughout OCTA,” said OCTA CEO Darrell E. Johnson. “Our mission is to enhance the quality of life in Orange County by delivering innovative and sustainable transportation solutions. These results show that we are maintaining the strong foundation of safety, accountability and responsible management necessary to fulfill that mission every day.”
The review comes as OCTA modernizes its bus fleet, adopts zero-emission technologies and prepares to launch the OC Streetcar.
