Nearly a year after breaking ground on the SR-91 Improvement Project, significant progress is being made along one of Orange County’s busiest freeways, with construction crews advancing work that affects commuters traveling to and through Anaheim, Fullerton, Orange, Placentia and Yorba Linda.
The $779 million project is being led by the Orange County Transportation Authority in partnership with California Department of Transportation. Funding comes from OCTA’s Measure M half-cent sales tax program, reinvested toll revenue from drivers using the 91 Express Lanes, and state and federal funds.
The project is divided into three construction segments stretching approximately between State Route 57 and State Route 55. In the segment at the SR-91/Lakeview Avenue interchange, crews are preparing to implement a new traffic configuration intended to enhance safety, reduce merging conflicts and improve access between SR-91 and SR-55.
As part of that effort, drivers should prepare for a 55-hour closure scheduled to begin Friday night, Feb. 27, along with changes to on-ramp access at Lakeview Avenue.
Upcoming 55-Hour Closure
Construction crews have scheduled a 55-hour closure beginning as early as 9 p.m. Friday, Feb. 27, through approximately 4 a.m. Monday, March 2.
Closures during that period include:
- Westbound SR-91 straight on-ramp at Lakeview Avenue
- One lane of southbound Lakeview Avenue
- One lane of northbound Lakeview Avenue
Additionally, Lakeview Avenue is scheduled for a full closure as early as 6 p.m. Sunday, March 1, through approximately 4 a.m. Monday, March 2.
During that time:
- Both directions of Lakeview Avenue will be closed
- Two freeway lanes of the westbound SR-91 will close between the Lakeview off- and on-ramps
- Westbound SR-91 off-ramp at Lakeview will be closed
- Eastbound SR-91 on-ramp at Lakeview will be closed
- Westbound SR-91 straight on-ramp at Lakeview will be closed
- Westbound SR-91 loop on-ramp at Lakeview will be closed
- The eastbound SR-91 off-ramp at Lakeview will remain open.

Drivers are encouraged to follow posted detour signs, allow extra travel time and drive carefully in the area. Construction schedules are subject to change due to weather or operational factors.
New Westbound SR-91 On-Ramp at Lakeview Avenue
Beginning as early as 6 p.m. Sunday, March 1, the existing westbound SR-91 loop on-ramp at Lakeview Avenue will be permanently closed.
Starting at approximately 4 a.m. Monday, March 2, drivers traveling northbound and southbound on Lakeview Avenue will use a new temporary signalized intersection to access the westbound SR-91 straight on-ramp. Northbound drivers will turn left at the signal to access the on-ramp, while southbound drivers will turn right at the signal.
In addition, the eastern side of the Lakeview Avenue bridge will be closed to pedestrians through August 2026. The western sidewalk will remain open.
Project Overview
The SR-91 Improvement Project is enhancing 6.6 miles of SR-91 through Anaheim, Fullerton, Orange, Placentia and Yorba Linda. Up to 321,000 vehicles travel this stretch daily, and that number is expected to grow.
The project, which broke ground in early March 2025, is designed to reduce congestion and improve travel times, improve freeway interchange connections, and reduce weaving and merging.
The project will also reconstruct key overcrossings with enhanced safety features and amenities for pedestrians and cyclists. The improvements are expected to be completed by 2030.
